We just installed 30 gallon electrical water heater above the dropped ceiling in the restroom of commercial building. Lot of safety protection, very tiny space.
The question is why the water heater was not installed initially at ground level behind the restroom, totally empty?
Sometimes weird things happen!
Is that time of the year, again, when is neither winter nor spring. The temperature are rising, falling in a Brownian movement. Is that time when the ground is contracting and diluting a lot.
Also is the time when the roots are looking for food to prepare one of the most beautiful phenomenon in the world, the blossoms.
So as a plumbing matter is that time when is necessary to have the main sewer line cleared. The clearing will give you peace in mind the basement will not be flooded when the spring rains will come. Also don't forget the clearing should be if possible by camera inspection to check the integrity of the line.

We just finished a very interesting project. We replaced the whole horizontal galvanized water supply piping; we up graded the laundry sink and added the gray box. But the major was that we installed new HALO Defender for the whole house. See the link attached HALO-Defender-Spec.pdf (halowater.com)

Freezing outside in January 30th. 11F feels like -8F. Hope you took all the measures to keep the temperature inside the house above 65F. Check every room in the basement where you have piping.
This week will be low temperature. Keep warm yourself.
